Turgay Kırçar is a senior aviation executive with more than 25 years of experience in airport operations, infrastructure, ORAT (Operational Readiness and Airport Transfer), and large-scale terminal development. He currently serves as Chief Operating Officer at Jorge Chávez International Airport in Lima, where he leads end-to-end operational readiness, safety, and performance for one of Latin America’s most significant airport transformation programs, including the opening of a new terminal.
Throughout his career across multiple international airports, Turgay has held executive roles covering airside and landside operations, security, maintenance, digital platforms, and crisis management. He has extensive hands-on experience in ORAT planning and execution, ensuring safe, resilient, and seamless transitions from construction to live operations.
He has led complex stakeholder coordination with regulators, airlines, service providers, and international partners, and has successfully implemented initiatives focused on operational excellence, innovation, and risk-based decision making.
